An error occurred while saving the comment As we've stated, photos and reports must be taken using the Parking Mobility App. We do not accept photos not submitted through the App. This ensures photos have not been altered and preserves the chain of evidence as well as allowing the App to collect all data necessary for a report. This is a requirement of our law enforcement and judicial partners. The App is easy to use and discrete. Most reports take less than a minute to take the photos. You can then leave the area and complete the other aspects of the report from a location where you feel safe.

Our law enforcement partners take security of data and chain of evidence very seriously, as do we. The reality is, once you get used to reporting violations using the Parking Mobility App, it takes no longer to take the 3 required photos with the App than it does using your phone's camera app. And without the data collected by the App, the photos alone are not sufficient. I'm sorry if you feel it is inconvenient. We try to weigh the requirements and needs of all stakeholders in building the very best, most efficient program possible.Mack Marsh

An error occurred while saving the comment All photos and reports must be taken within the Parking Mobility App. We are unable to accept photo uploads of pictures not taken within the App. When taking the photos in the App we are also collecting all data necessary for a report. We also ensure photos cannot be altered, thus preserving the chain of evidence, a requirement of our law enforcement and judicial partners. Without this security measure, the evidence collected would not be admissible in court.
Likewise we are unable to allow photos to be downloaded from Paring Mobility as all submissions are secured like any other evidence of a crime.
Further, we do not support the 'name and shame' sites because they do nothing more than support anger and frustration and do nothing to solve the problem. A person who violates accessible parking is not looking on the internet to see if they get caught so they don't ever see the post and anger and confrontation would not change their behavior if they did.
We encourage you to continue using Parking Mobility and getting others onboard with the only proven effective, non-confrontational, education based accessible parking program.

An error occurred while saving the comment First, we never suggest reporting if you feel a confrontation may occur. If asked what're doing, simply state that you are collecting data on accessible parking. If a property owner, manager or their agents tell you that you cannot do so on their property, don't report on their property.

What happens with reports depends on where the report is made. In our partner communities, reports are processed by our local law enforcement partners and a citation is issued (mailed) to the owner of the offending vehicle. The person cited can pay the fine or be offered an opportunity to take an educational alternative that teaches them about the importance of accessible parking spaces and the laws protecting them. This program has proven to reduce accessible parking abuse by as much as 80% in less than two years.Reports in communities that have not yet partnered with the Parking Mobility program are even more important. There has never been a comprehensive study of accessible parking abuse. This means there is no reliable data that we can use to educate local decision makers on the need for better enforcement and education efforts. We gather that data from people who use the Parking Mobility App to report violations. Once we have significant data in a given community, we provide that data to local decision makers to get them to deploy our program.
While we understand the desire to 'punish' an individual offender, the reality is that we very often must first educate community leaders before we can get to that point. If we don't, we'll never be able to solve the problem.
After each report, you'll receive an email that tells you exactly what happens with that report. Every report is important, whether a citation is issued or not because every report helps us educate someone....whether it be the offender or your local decision makers. That's why we say, "the solution is in YOUR hand."
Keep in mind that one report does not solve the problem. We need people reporting every violation they see in order to collect meaningful data.
An error occurred while saving the comment Government engagement means we are actively gathering data in your community to get your city on board. Without your reports your city will continue doing what they always have about accessible parking abuse...practically nothing.
We do not provide user information to violators.

An error occurred while saving the comment In order to preserve the integrity of the program and for reports to be enforceable, each report must provide the appropriate violation type at the time of submission. Allowing edits after submission would invalidate the report.

An error occurred while saving the comment We do not allow putting anything on vehicles. First it is not effective. It is also illegal in many communities. In addition it exposes the reporter to potential confrontation and liability.

An error occurred while saving the comment Unfortunately people take it upon themselves to judge others who have a legitimate need for accessible parking but may have a 'hidden' or non-apparent disability. That's one of the reasons we developed Parking Mobility to provide a nonconfrontational solution. If you are confronted inappropriately or ever fear for your safety in any way, contact your local law enforcement immediately.

An error occurred while saving the comment We do not list our partner communities on purpose. You see, when someone doesn’t see their community on a ‘list’, they won’t report. Reports are critical to helping us gather the data to get a community on board. Without data, community leaders don’t realize there is a problem with accessible parking abuse. We fully understand the desire for the offender to get a citation but the reality is we first have to educate community leaders so we can get them to issue citations. In many ways, reports before a community is on board are more important than reports that result in a citation.

Our system interfaces with the state's DMV records and, based on the license plate number pulls all required vehicle and owner information. This cuts down the time next to vehicle for volunteers and makes the process much safer and more secure. -

An error occurred while saving the comment Yes, Parking Mobility works everywhere there is a data signal and every report is important to helping end accessible parking abuse. I know it seems that abuse is worse in your community, but the reality is that it is rampant everywhere. That's why we developed the Parking Mobility program to work everywhere.

We don't tell people they are doing it wrong, nor do we make excuses. The reason we do not allow uploads is a requirement of our law enforcement and judicial partners. If we allowed uploads of unsecured evidence no report would be admissable evidence and no one would receive 'punishment', or more importantly an education.An error occurred while saving the comment Shirley,

We also ensure that photos cannot be altered or tampered thus preserving the chain of evidence which is a requirement of our law enforcement and judicial partners. If we were to accept photos that had ever resided on a volunteer's phone, you would possibly have your phone subpoena'd and held by a defense attorney for several months. We never suggest reporting if you feel there is a likelihood of confrontation but using Parking Mobility takes less than a minute and, with practice, is just as fast and discrete as using your phone's onboard camera app. -

An error occurred while saving the comment Hagan, It is illegal to fraudulently place a fake ticket on a vehicle. Even worse, it actually makes real enforcement like Parking Mobility less effective. Please refrain from this activity as it is a hinderance to our efforts.

An error occurred while saving the comment Brett, there are no 'obvious' cases. Yes, we understand that placard abuse is a rampant problem and we do a lot with our law enforcement partners to help them assign resources where they can do the most good. We also do a lot to educate the public on the issue and help people understand that they cannot let others use their placard. But there are a lot of hidden disabilities and it is not appropriate or legal for a private citizen to approach another on the matter. Only a uniformed officer can require someone to produce the documentation of right to use a placard.
An error occurred while saving the comment Coti, Only a uniformed law enforcement official can confront someone and request the identification that corresponds to a placard. You can contact your local police department's nonemergency number and report the issue although it will be a low priority report.
An error occurred while saving the comment If someone is parked in an accessible space with not plate or placard, they are parked illegally and should be reported using the Parking Mobility App. If a vehicle has a valid plate or placard, only a uniformed officer can request identification that corresponds with the plate or placard. Remember, not all disabilities are readily apparent.
An error occurred while saving the comment We strongly discourage approaching any driver suspected of accessible parking abuse. Confrontation at the point of infraction is rarely effective and often leads to escalated confrontation. You can report suspected placard abuse through the Parking Mobility App using the misdisplayed violation type. This helps us map locations and times where this type of violation is suspected and direct law enforcement partners during spot checks.

An error occurred while saving the comment Thank you for your suggestion. I will discuss with our team that we add a legend in the web app that better describes statuses. As to the ticket number, every report is assigned a ticket number for internal tracking.

If you report in a community that has partnered with the Parking Mobility program, reports are processed by the appropriate law enforcement agency and a citation is mailed to the registered owner of the offending vehicle. That person has three options. 1) pay the fine. 2) request a court hearing to describe why they are not guilty or 3) pay a reduced fee and opt for an online education course to learn about the importance of accessible parking, the laws governing accessible parking and the contribution of people with disabilities to the community. We have reduced violations by as much as 80% in our partner communities.
If you report in a community that has not yet partnered with Parking Mobility your reports are even more important! We use your reports and the reports of others in your community to gather the data necessary to educate community leaders on the problem of accessible parking abuse and the need for a citizen enforcement and education program like Parking Mobility. You see, there has never been a comprehensive study gathering data to show the prevalence of the problem until Parking Mobility and, quite simply, decision makers aren't affected by the problem, therefore don't see a need for our program unless we show them data.
I understand the desire to 'punish' offenders but a more effective way of solving the problem is encouraging education to end abuse. Step 1 in that process is educating your community leaders...only then can we start to educate individual offenders.
Bottom line...every report is critical to helping us end accessible parking abuse. When you report, you receive an email that tells you exactly what we are doing with that report. Together we can end accessible parking abuse. The solution is in YOUR hand.
