Allow users to edit reports if they accidentally choose the wrong violation.

I accidentally choose the wrong violation when submitting. It would be nice to be able to edit it.

    In order to preserve the integrity of the program and for reports to be enforceable, each report must provide the appropriate violation type at the time of submission. Allowing edits after submission would invalidate the report.
