    My dad had heart problems and need handicap parking. he looked abled bodied. However, I think the same way. so I think you should be able to site them and prove that they have proof that they are the rightful owner of the placard. A guy from my old job was using someone else placard and I turned him in to human resources. So I think turning someone in that jumps out of their car and runs in to a store warrants suspicions

  5. You should be able to find the location on your map of the place where you want additional handicap parking, take a screen shot and use that
