Start at the rear of the vehicle: get 2 photos, record license plate. The occupant is usually looking at their phone & won’t notice you. Then move up front for a quick snap of the windshield and walk away: do not engage.

When in doubt, file a report. You can’t stop it if you don’t report it. Give Mack and the rest of the team a chance to do their jobs.
