If the operator of the vehicle returns part way through the process and becomes aggressive or violent, is there a way to immediately contact emergency services OR note threats and aggressive behaviors?

Do not engage avoid trouble. Call the non emergency line of your city so they can get them in the act of parking illegally.

Start at the rear of the vehicle: get 2 photos, record license plate. The occupant is usually looking at their phone & won’t notice you. Then move up front for a quick snap of the windshield and walk away: do not engage.

I had someone sitting in their car; I tried to engage first to ask them to relocate (not only were they in a handicapped spot but had managed to straddle the line and take up the spot next to them as well) but she ignored my attempt to communicate. After I took the first picture of her car she decided to roll down her window and confront me. I continued the report and put in comments. I was unable to get the picture of the sign and her car well as she started backing up where I was standing. Not sure how that will turn out.
