Are these communities and police departments being advised that we are sticking our necks out for them to obey the law?

Agreed with the response. I usually have enough time to report without anyone noticing,
However, last night at the movies, I caught one vehicle and didn’t have enough time to complete the report. The owner was arriving as I was taking pics. I just left without completing the report. I did not interact with him. But he was clearly taken aback and angered by my actions.
