I know you can't allow the use of pictures taken outside of your app, but you could allow all 3 pictures to be taken in a single category
the ability to take all the pictures in a single "pictures"category and put them into the correct Fields " windshield, tag, vehicle" when filling the report. this would allow quicker intervention and ability to leave the scene.

The order in which the photos are taken is not important. Feel free to take them in whatever order/category you'd like. The category is simply to provide a guide for the photos required.
