Three photos
In Canada, we are required to have our license plates in the front of the car along with the placard which must be displayed in the front window. If we can get both those items plus the handicapped spot marked all in one pic, why must Canadians submit three?

There are several ways that a violation can be reported with only two photos required and and reports may be submitted with only two as long as all required elements are present, ie. front windshield showing no placard, license plate and vehicle showing full infraction. Keep in mind that different countries and different states have different laws regarding plates and placards and three photos are often required.
