allow photos of the VIN numbers if car has no license plate along with the state. I have had to let cars go because of no license plates.

if you're catching vehicle with no tags you should automatically call the police as they are doing more than violating handicapped parking laws.

At present, our agreements with the Courts only allow or submission of license plate numbers.
