Allow pictures taken in the app to be applied to another claim if not submitted correctly.

What’s the point of declining a report if we used the wrong violation type - and not giving us a path to resubmit correctly? It’s frustrating to use this app when a violation occurs but you use the wrong violation type. The pics make it clear there was a violation - and the violators get off without penalty.
